I've been doing some digging in the pgpool-II code because we want
exactly what you are talking about and it seems that this is not yet
supported by pgpool-II. When the master (lowest numbered backend) fails
it automatically selects the next backend in the series and uses that as
the master.

I'm working on a patch (which won't be too general as pgpool as of yet
only works on a per connection basis rather than a per set basis, but it
is good enough for us as we only have one set with one master).

I can send you a note when (if) we got a patch for it if you want.
