This change seems to have been introduced in commit

    Change rules to generate schemadoc.xml automatically, and change "make
clean"
    to remove it.

as part of not storing schemadoc.xml and other generated files in source
control.

The file is still in git in the REL_2_0_STABLE branch.

I think we should treat this like the flex and bison generated files not delete
them as part of a distclean so they get included as part of the tar build.
