Some minimal SNMP functionality was added in 2005.  It remains untouched since,
and requires --with-netsnmp option to ./Configure, which was, and still is,
marked as **EXPERIMENTAL**

It does not presently seem to work, based on trying a build with it turned on,
which fails to compile.

Proposed: That it be removed.
