In addition, you need to make the following change to both the man1 and man7
rules:

-$(INSTALL_DATA) $$file $(DESTDIR)$(mandir)/man7/$$file
+$(INSTALL_DATA) $$file $(DESTDIR)$(mandir)/$$file

Otherwise it ends up installing into, say, /usr/share/man/man7/man7/foo.7 .
